Neither the approval of any immigration petition or application, nor the issuance or possession of any visa, travel authorization, approval notice, or supporting documentation, shall be construed as creating, conferring, or guaranteeing any absolute, vested, or enforceable right of admission to the United States.

Every person seeking admission to the United States remains subject to inspection, examination, and a determination of admissibility at the applicable port of entry. Pursuant to applicable United States law, the Department of Homeland Security, acting through U.S. Customs and Border Protection, retains the authority to determine whether an individual is admissible, the immigration classification under which admission may be granted, and the duration and conditions of any authorized period of stay.

Admission may be authorized or denied notwithstanding the prior approval of a petition, the issuance of a visa, or the presentation of otherwise valid documentation. Where admission is granted, the controlling terms of that admission shall be those reflected in the official admission record, including Form I-94 where applicable, together with any conditions imposed by the competent United States authority.
